People's Commissar of the Navy Nikolai Kuznetsov realizes that in the event of an attack, all the ships assembled in the ports will be destroyed by German aviation in a matter of hours. To save the fleet, Kuznetsov will have to violate Stalin's order. But self-rule can turn into a disaster not only for him, his subordinates, but also for his family - his wife Vera and little son Kolenka.
